Criminal elements have a history of trying to do a bit of PR to help their reputation. Al Capone helped out kids in Chicago. Pablo Escobar did it in Colombia, and the Hells Angels have done it in Arizona and California. Many fall for it too.

They must have run out of hands with fingers still on them. It's hard to hand out Halloween candy without fingers. Looks like they need a year to get some new people to fill the Halloween candy give out ranks.
